Delete templates

Anyone can create templates on their own, but not everyone can delete templates. This makes for a messy template area for users, filled with templates that were just drafts or no longer in use. User should be allowed to delete templates to maintain good data hygiene.
- admins should be able to delete anyone’s template regardless of who owns it
- the only templates that must remain are standard provided templates
- non-admins should only be able to delete their own
